Policy, Planning, and Communications Division

Our purpose is to provide support to the Minister and the department’s senior management, through the preparation of legislation, policy and decision documents, and by providing research, analysis and advice on public issues.

For the department as a whole we lead in the preparation of the annual business plan, and provide support for budgeting and strategic planning.

The division is responsible for program and service design, and for supporting the implementation of policy through research, the provision of technical advice, and monitoring and evaluation.

We are responsible for maintaining the departmental record of decisions, and for tracking the department’s interdepartmental and intergovernmental activities, and relations with crown agencies.

Finally, the division has responsibility for departmental communications. We support the Minister in the preparation of news releases, communiqués and speaking notes. We work to ensure public access to the department and to build strong links between members of our staff in all nine of our offices across the territory.

To achieve these purposes, we work within three general groups: Matthew Illaszewicz is responsible for communications and records management. Verdun Noel focuses on research and program evaluation. Matthew Bowler and William Hyndman are policy analysts.
